IESE is managed by Hampshire County Council, and provides a second-generation framework for large building projects and programmes of work to local authorities in London, the South East and South West.
M2i implemented eContrack in 2011 for IESE to manage all their frameworks. It provides a central repository for all framework, client, contractor, project and performance data.
All parties involved in the delivery of projects use eContrack to record performance and monitor progress on projects. Performance measurement is key to IESE, as this is how value for money and efficiency are demonstrated to clients using the framework.
The framework continues to be a popular procurement route, and has been used by 58 public sector project users, delivering more than 180 projects with a combined value of £1.3bn. A total of over £31.65m benefits and savings have been generated to date.
Benefits comprise of more than £17.55m in project savings and £14.1m in procurement administration savings – when compared to running a standard, EU-compliant OJEU procurement process.
